I don’t think you understand what “part-time” means. It literally means working a job for less than full time, and can even be a single hour per week.

The point of a part-time job for youths is to give them an idea of what actually working is like. Giving them real responsibilities (with real consequences; good and bad), thereby helping them with personal growth. And giving them a sense of accomplishment (I earned this money).

I worked part-time during highschool, and I had more free time than I knew what to do with. My job was super easy and practically little was expected from me. I had zero need to work, but it’s something that helped me appreciate the world around me better.
